UN Pacific Strategy Fund 

ObjectivesFund scope

A collaboration between United Nations organizations, contributors, national governments, and local stakeholders in the Pacific, the Fund delivers on United Nations Pacific Strategy (UNPS) 2018-2022 outcomes. The five-year strategy features a framework that outlines a collective UN system response in meeting the development priorities of 14 Pacific Island countries and territories (Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu). The UNPS responds to government calls for the United Nations to better align programmes and operations so they support internationally agreed outcomes like the Small Islands Developing States Accelerated Modalities of Action (SAMOA) and 2030 Agenda.

The UN Pacific Strategy Fund is designed to:

• Increase development impact by advocating for greater investment in priority development needs.
• Improve system-wide coherence to support coherent strategy implementation and alignment with Delivering as One standards.
• Boost cooperation and collaboration among internal and external stakeholders to help maximise complementary expertise and leverage resources.
• Spread administrative, coordination, and transaction costs and risks, enhancing efficiency and aids in future resource mobilization.

Strategic approach and theory of change

The Fund supports the implementation of the UN Pacific Strategy vis-à-vis six outcome areas, in particular. These strategic priorities not only promote mutual accountability for development results in the Pacific, but selected to grow Pacific-to-Pacific cooperation and enable the UN to redirect valuable resources to areas where they are most needed. Outcome areas cover:

• Climate change, disaster resilience, and environmental protection
• Gender equality
• Sustainable and inclusive economic empowerment
• Equitable basic services
• Governance and community engagement
• Human rights

All support development action taken by Fund stakeholders to achieve local, regional, and international results and advance SDG and 2030 Agenda achievements.

GovernanceGovernance arrangements

Steering Committee

Co-chaired by the resident coordinators of Samoa and Fiji multi-country offices, the Steering Committee provides overall strategic direction to the Fund. Primary responsibilities of Committee members include providing a platform for partnership and coordination; reviewing UNPS implementation and collectively address critical gaps; oversee fund implementation and performance; approve allocations according to UNPS priority areas; review and endorse annual reports, and approve extensions (as required).

Secretariat

Representatives from the multi-country Resident Coordinator Offices serve on the Secretariat, connecting partners, providing operational and administrative support to the Steering Committee, and managing internal processes, tools and procedures. Additional Secretariat functions include advising on strategic priorities and programmatic and financial allocations; facilitating collaboration and communication between participating organizations; fostering effective engagement between UN organizations and members of the Council of Regional Organizations in the Pacific; drafting narrative results-based reports, and liaising with donors to secure investments.

Administrative Agent

The Administrative Agent, MPTF Office, is responsible for the receipt, administration and management of contributions from donors, disbursement of funds to Participating Organizations, and consolidation and dissemination of progress reports to donors.

Participating Organizations

Programme implementation is the responsibility of Participating Organizations. Each organization is programmatically and financially responsible for resources received.
